How do you move a site to a new web host without affecting your search engine rankings?

You have a well-ranking, solid-PR Blogspot blog, but now you want to move to WordPress and put the blog on its own domain. Should you transfer theĀ Blogspot content to Wordpress? Should you continue posting to Blogspot? Or, would it be better to just leave the Blogspot blog alone and start the WordPress blog from scratch?

Your site is on a shared hosting service and, for some reason, you can’t seem to get it ranked high enough. Somebody suggested getting a dedicated IP address. Would itĀ help?
